Background and Rationale
Over the past decade, Uganda and the wider region have made significant progress in digitisation across government, financial services, telecommunications, and enterprise systems. However, the pace of digital adoption has not been matched by the maturation of digital leadership structures.
Chief Information Officers and senior technology executives now carry responsibilities that extend far beyond infrastructure delivery. They are custodians of cyber resilience, data trust, AI governance, operational continuity, and increasingly, ESG accountability.
The CIO–CxO Digital Leadership Forum is established to address this gap by providing a credible, independent, execution-oriented leadership platform.
Our Mandate
The mandate of the CIO–CxO Digital Leadership Forum is to strengthen digital leadership capacity and ensure that technology contributes meaningfully to enterprise performance, national competitiveness, and inclusive development.
- Anchor CIO leadership at the centre of enterprise and national decision-making
- Translate shared digital priorities into sustained, collaborative action
- Build leadership continuity through structured mentorship and succession pathways

Theory of Change
The Forum is premised on a simple but disciplined theory of change:
When senior technology leaders are convened consistently in trusted settings, aligned around shared priorities, and supported by structured programs, they are better able to anticipate and manage digital risk, guide responsible adoption of emerging technologies, mentor the next generation of leaders, build shared digital infrastructure, and align enterprise digital strategy with ESG and national development goals.
Sustained leadership engagement, rather than episodic dialogue, is the primary driver of impact.
